At an intervier on the 27th December I had
the honour to disauss with you measure: for the prevention of pirsey on the inland water. I urged that to secure an efficient patrol of the waterways a European officer obeson by the Inspector General of the Imperial Maritime Customo should be placed in charge of each lausch.Your Excellency stated that it was the province of Admiral Li to take affective steps in the direction required. I have just received s despatch from Admiral Li in which he states that he has nover haard of any regulations under which the Imurial or Provincial Govemmen ta have employed foreign officers in the osmicity of a patról guard, and that therefore he is unable to promise what I askod,Now during the Vice-Royalties of Their Exsellenoies Jul-bin and chang Chao-tang for many Jezra foreign officers were employed on board their gunboato "Chento","Suitsing”, “Anlan","Tierpo* and others which were used for the suppression of piracy then ringant on the neaboard of Krangtung, and these gunboats succeeded complete- ly spassing it.
